Structure

The leader who makes all the decisions is the Chief Enforcer. He has the right to make changes to what he doesn't see right.

Under the control of the chief enforcer, there are four departments in the Wah Shing Tong.

Qing Long (The Azure Dragon)
Xuan Wu (The Black Tortoise)
Bai Hu (The White Tiger)
Zhu Que (The Vermilion Bird)

Azure Dragon department's job is to provide the public with cheap, reliable Chinese weapons. Although some are also drug smugglers, their main task is to smuggle weapons from Hong Kong and Macau, and sell it to the general public's population. They are also involved in large weapons deals with other criminal organizations.

Black Tortoise department's job is to provide the public with high grade drugs imported from southeast Asia. Some are known to also be weapons smugglers, but most focus on smuggling drugs and providing it for the general public. They are involved in large weapons deals with other criminal organizations.

White Tiger department's job is to provide the weapons and drug dealers with protection. They are the elite fighting forces, and are heavily trained to deal with any situation that arises in the dangerous streets of Los Santos.

Vermilion Bird department's job is to recruit new members. The Vermilion Bird members will have to have a clear understanding of the historical background, and thirty-six oaths, the ceremonies and rituals prior to the acceptance of a member.

Each department will have its own "head". For example, the leader of the Black Tortoise will be the "Tortoise Head", while the leader of the Vermilion Bird will be the "Bird Head". The members of each department will be the "Claw", for example, if you are a member of the Azure Dragons, you are a "Dragon Claw".

Note: You may only apply to join the weapons, drugs or the protection department in the beginning. You may only request to become a part of the recruitment department from the current Vermillion Bird Head, after you have gained enough knowledge about the rituals, ceremonies etc.
